【劉曉波病逝】諾貝爾委員會：中國負有沉重責任

在中國數度拒絕外界醫療援助下，諾貝爾和平獎得主劉曉波13日傍晚不敵肝癌，病逝於中國醫科大學附屬第一醫院，享壽61歲。

而北京過去一周持續忽視各界營救的舉動，遭批評形同強制縮短劉曉波壽命，引發全球震怒。

《英國廣播公司》（BBC）與《衛報》（the Guardian）雙雙以頭版報導劉曉波之死，《獨立報》（The Independent）、《紐約時報》（The New York Times）、《華盛頓郵報》（The Washington Post）及《美國有線電視新聞網》（CNN）亦以大篇幅報導，介紹並回顧這位民運領袖的傳奇一生。

劉曉波病逝前，包括德國總理梅克爾（Angela Merkel）、英國與歐盟領袖及台灣總統蔡英文等人，都曾出手營救，多次呼籲北京放人，尊重劉曉波至海外求醫意願，但一概遭習近平政權以劉曉波身體狀況不適出國回絕，甚至警告外界勿干預內政。

美國國務院發言人諾爾特（Heather Nauert）則代替國務卿提勒森（Rex Tillerson）發表對劉曉波病逝的哀悼之意，聲明中認為劉曉波一生追求自由與人權，授之諾貝爾和平獎，當之無愧。

中國負有沉重責任

挪威諾貝爾委員會主席安德森（Berit Reiss-Andersen）在得知劉曉波去世後，立即發聲明稿表示哀悼，並痛批中國當局及自視為「民主」與「人權」守護者的西方世界。

他批評北京早該在劉曉波病情惡化成肝癌末期前，便提供適當的醫療資源，稱委員會對北京「刻意拖延」的行為感到極度不滿，「中國政府對劉曉波的早逝（premature death）負有沉重責任。」

接著他話鋒一轉，開始痛批西方領袖在得知劉曉波病情之初的遲緩與靜默反應。德國、法國、歐盟與美國政府，雖有在最後關頭出面呼籲習近平無條件釋放劉曉波，但他認為，這無法抹滅一個令人難過的事實，也就是「對自由與人權抱持高標準的自由世界的代表，反而不太願意起身替他人守護這些權利」。

劉曉波在2010年獲諾貝爾和平獎肯定，但因遭中國關押而無法出席領獎。對此，安德森感嘆道，當年頒獎典禮上向劉曉波致敬的那把空椅，今後「將永遠維持那空蕩狀態」。

安德森稱讚劉曉波是引領中國民主運動近30年的領袖人物，當初委員會決定將和平獎頒發給劉曉波，正是為鼓勵他在落實獲中共憲法所保障的人權做出的貢獻。而他參與起草的《零八憲章》亦在喚醒當局勿忘保護人民享有人權的義務。

世界失去一位人權鬥士

聯合國人權事務高級專員扎伊德（Zeid Ra'ad al Hussein）則向劉曉波妻子劉霞與其他親屬致上慰問，稱中國乃至世界的人權運動在13日這天，「失去了一位將畢生投入到捍衛與推廣人權的鬥士」。

人權觀察組織（Human Rights Watch）13日也在推特的官方帳號中發文，盛讚劉曉波是一位以非暴力手段追求人權與自由的勇敢鬥士，中國與世界會永遠緬懷他。

香港眾志秘書長黃之鋒13日在社群媒體中轉貼英國《獨立報》的新聞，指稱劉曉波終其一生均未受到應有的對待與尊重。

涉嫌竊取美國國安局檔案出境的史諾登（Edward Snowden）在推特發文，由於他曾於逃亡時接受香港居民的救助，對於中國有一份特殊的情感，聽聞劉曉波過世，他寫道「法律不是正義（The law is not justice），願我們的兄弟休息。」
