近60年首次　西藏流亡政府首長洛桑森格受邀入美國白宮

《路透》（Reuters）報導，美國川普政府在大選之後，再次做出歷史性的邀請，由助理國務卿兼西藏問題特別協調員德斯特羅（Robert A. Destro）出面，特別邀請現任西藏流亡政府首長洛桑森格（Lobsang Sangay）進入白宮，成為近60年來、第一位進入白宮的西藏流亡政府首長。

此事必然惹惱北京，也可預想中國外交部會如何譴責華府的舉動。不過，美國國務卿蓬佩奧（Mike Pompeo）日前曾表示，新上任的協調員德斯特羅、將協助中國與達賴喇嘛進行雙邊對話，以此保障藏人的宗教、文化和語言特色，並捍衛其人權地位。

事實上，本次成為焦點人物的洛桑森格，也是西藏流亡政府成立以來，第一任民選和非僧侶身份的首長。

現年52歲的洛桑森格，出生於印度大吉嶺、至今仍未踏上西藏土地過。父親本是格魯派最大寺院理塘寺的僧人，後在與解放軍對峙之際加入游擊隊，隨著達賴於1957年流亡印度。

洛桑森格擁有德里大學雙學位，後獲得傅爾布萊特計畫赴美留學，取得哈佛大學法學博士，並曾被《亞洲學會》評選為亞洲24位青年領袖之一；目前他已入籍美國。

本在哈佛任職研究員的他，2010年回到家鄉競選總理（噶倫赤巴），高票擊敗前部長哲通南傑，成為改制前最後一任噶倫赤巴。西藏流亡政府2012年經過議會修正，將總理職務改制為司政，洛桑森格也在2014年順利連任。
